MEMORANDUM OPINION

CARMAN, Judge:

Plaintiffs, Copperweld Corp., UNR-Leavitt, Div. UNR, Inc., and Welded Tube Company of America move for judgment on the agency record pursuant to rule 56.1(c)(1) of the Rules of this Court. Plaintiffs challenge the final negative determination by the International Trade Commission (ITC or Commission) in Heavy-Walled Rectangular Welded Carbon Steel Pipes and Tubes from Canada, Inv.
