Plaintiffs move pursuant to Rule 56.1 of the Rules of this Court to challenge the decision of the United States International Trade Commission to cumulate less than fair value imports of brass sheet and strip from West Germany with other dumped and subsidized imports and thus determine that an industry in the United States is materially injured by reason of the cumu-lated imports.
