SMITH, Chief Judge.
This case involves a claim for bid protest and bid preparation costs, lost profits and interest by plaintiff Ira T. Finley. Plaintiff seeks recovery for these items for a bid submitted in response to a 1984 Federal Aviation Administration (FAA) solicitation for facilities and related services to replace those provided by Cameron University.
