This case involves a proposed class action brought on behalf of all children in Florida’s foster care system against the Governor of Florida, the Secretary of Florida’s Department of Children and Families (“the Department”), and the administrators of fourteen of the Department’s fifteen districts, all of whom collectively administer Florida’s foster care system. The individual plaintiffs’ amended complaint alleges widespread deficiencies in the state’s foster care system, in violation of the United States Constitution and federal statuto ry law.
