Plaintiff, through appointed counsel, brings this action pursuant to the doctrine announced in the Supreme Court’s decision in Bivens v. Six Unknown Federal Narcotics Agents, 403 U.S. 388, 91 S.Ct. 1999, 29 L.Ed.2d 619 (1971), alleging that defendants, two correctional officers at the Federal Correctional Institution (“FCI”) — Schuylkill, violated his constitutional rights while he was an inmate there.
