A. INTRODUCTION

The instant proceeding marks the second occasion on which we have been called upon to review a refusal by the United States Department of Housing and Urban Development (hereinafter referred to as “HUD”) to grant an application by a debt- or-mortgagor for an assignment of a federally-insured mortgage to HUD, pursuant to Regulations set forth at 24 C.F.R. §§ 203.-650, et seq. In our previous decision in this area, In re Zaidi, 78 B.R. 410, 411-12 (Bankr.E.D.Pa.1987), the HUD Mortgage Assignment Program is described in detail, and that…
