The plaintiff, Amr A. Wasfi, a veterinarian, appeals from the trial court’s judgment dismissing his administrative appeal. The defendants are the depart-*777merit of public health (department),1 which brought charges against the plaintiff, and the Connecticut board of veterinary medicine (board), which revoked the plaintiffs veterinary license.
