BROTHERTON, Justice:

In this case the petitioners, A.V. Dodrill, Commissioner, West Virginia Department of Corrections, C.M. White, Warden, Hut-tonsville Correctional Center, and Joe Sylvester, Associate Warden, Huttonsville Correctional Center, seek a writ of prohibition to prohibit the respondent, The Honorable George M. Scott, Judge of the Circuit Court of Jackson County, from ruling upon the validity of Executive Order 11-86 and from finding the petitioners in contempt of court for complying with the Executive Order in refusing to admit inmates to the Huttonsville Correctional Center.…
