Petitioner, F. Douglas Stump, Commissioner, West Virginia Division of Motor Vehi*735cles (“Commissioner”), invokes the original jurisdiction of this Court to seek to prohibit the Honorable Gary Johnson, Judge of the Twenty-Eighth Judicial Circuit, and Basil H.
