Real parties in interest, two California corporations and a partnership (hereinafter collectively referred to as Veta), applied for a permit from the California Coastal Zone Conservation Commission (hereinafter the Commission) to develop land within the coastal zone, as defined in the California Coastal Zone Conservation Act of 1972 (Pub. Resources Code, § 27000 et seq., hereinafter the Act).
