OPINION

NETTESHEIM, Judge.

Plaintiff Mil-Tech Systems, Incorporated (“Mil-Tech”), seeks declaratory and injunc-tive relief, inter alia, prohibiting the United States Army, by its Communications-Electronics Command (the “Army”), from awarding the contract for 62,000 AS-1729/YRC antennas under Invitation for Bids No. DAAB07-83-B-B030 (the “IFB”) to any entity other than Mil-Tech. The parties reduced their positions to cross-motions for summary judgment upon which argument has been heard.
