Plaintiff-appellants are four members of Local 2883 of the American Federation of State, County, and Municipal Employees, AFL-CIO (AFSCME). They filed a complaint in November 1985 against the president of Local 2883, Louis Campagnone, alleging that he had used his position to operate the local as a racketeer-influenced and corrupt organization and enterprise in violation of the Racketeering Influenced and Corrupt Organizations Act (RICO), 18 U.S.C. §§ 1961-1968 (1982).
