Plaintiff, Alehegn Mehari (“Mehari” or “plaintiff’), brings this action alleging that defendants, the District of Columbia (“the *77District”), Nico Alfredo Scott (“Scott”), Blake Edward Johnson-(“Johnson”), Bryan Francis Christian (“Christian”), and Unknown Officers of the Metropolitan Police Department /collectively, “the.
