Jones & Laughlin Steel Corporation, Employer, appeals here the order of the Workmen’s Compensation Appeal Board (Board) which affirmed a referee’s order awarding compensation benefits and assessing counsel fees against the Employer for the failure of a reasonable contest under Section 4.40 of the Workmen’s Compensation Act (Act),1 77 P.S. §996.
