Outdoor Systems, Inc. is an outdoor advertising company which leases billboards throughout the Kansas City metropolitan area. It filed suit against the City of Merriam, Kansas, a suburb of Kansas City, alleging that its sign ordinance is unconstitutional. This matter is before the Court on Plaintiff’s Motion For Summary Judgment (Doe. # 13) filed March 1, 1999 and Defendant’s Cross Motion For Summary Judgment (Doc. # 19) filed April 8, 1999.
