MEMORANDUM AND ORDER

VRATIL, District Judge.

The debtor in this appeal, Hudson Oil Company, Inc. (“Hudson Oil”) obtained confirmation of a Chapter 11 bankruptcy plan in 1990. 1 On June 6, 1996, the Unsecured Creditor’s Committee (the “UCC”) filed an application for Final Decree. The United States Trustee (the “UST”) objected, claiming that Hudson Oil had failed to pay post-confirmation quarterly fees from January 27, 1996, until the date of the final decree, as required by an amendment to 28 U.S.C. § 1930(a)(6) on January 26, 1996.
