This appeal concerns the application of the quarterly fee provision of the Bankruptcy Judges, United States Trustees, and Family Farmer Bankruptcy Act of 1986, Pub.L. No. 99-554, 1986 U.S.Code Cong. & Admin.News (100 Stat.) 3088. The district court 1 reversed the bankruptcy court’s decision, 82 B.R. 110 holding the fee provision applied to pending cases in districts participating in the United States Trustee Pilot Program and remanding for an assessment of the amount of quarterly fees owed by the debtors.
