OPINION
McFEELEY, Chief Judge.
The United States Trustee (“UST”) appeals the order of the United States Bankruptcy Court for the Northern District of Oklahoma denying post-confirmation quarterly fees under 28 U.S.C. § 1930(a)(6). We affirm. 1
BACKGROUND
On March 3, 1995, Salina Speedway, Inc. filed a voluntary petition under chapter 11 of the United States Bankruptcy Code. On June 26, 1996, the Chapter 11 Trustee filed a liquidating plan.
