Plaintiff-Appellant Eileen M. DeGraff brought an action in district court alleging that the District of Columbia and two Metropolitan Police Department officers had committed a variety of torts and violated the Fourth Amendment based on her claim that, after the officers had arrested her for driving under the influence of alcohol, they used excessive force when they carried her down a street and handcuffed her to a mailbox.
