This is an appeal by the District of Columbia and various members of the Metropolitan Police Department (“MPD”) from the denial of a motion for judgment as a matter of law, 1 or in the alternative for a new trial or remit-titur, after a jury awarded Gerry Scott compensatory and punitive damages as a result of his encounter with the police on July 9, 1991.
