Wilbert Harris brought an action against the United States Department of Veterans Affairs (‘VA”) seeking damages under the Federal Tort Claims Act (“FTCA”), 28 U.S.C. §§ 2671, et seq., for false arrest and false imprisonment, assault and battery, negligence, negligent infliction of emotional distress, and intentional infliction of emotional distress.
