Plaintiffs in this action are six corporations engaged in the buying, growing, harvesting and selling of forest products in the United States Forest Service Region 5, which includes seventeen national forests. They seek declaratory and injunctive relief in connection with certain rules and policy adopted by the Forest Service to implement the Federal Timber Contract Payment Modification Act (“FTCPMA”), 16 U.S.C. §§ 618, et seq.
