OPINION

MARGOLIS, Judge.

This is a regulatory taking and breach of contract case concerning three federal oil and gas leases. Plaintiffs, all of whom possess ownership interests in at least one of the federal leases at issue, allege that the government’s denial of certain drilling permits on the leases constitutes an illegal taking of plaintiffs’ property under the Fifth Amendment and a breach of the lease contracts. The case is currently before the court on the government’s opposition to the filing of plaintiffs’ first amended complaint and the government’s motion to dismiss. The government…
