This is an action for a declaratory judgment to determine the constitutionality of L. 1969, c. 1125, passed by the Legislature during the last session.

The facts, which are not in dispute, have been stipulated. Plaintiff-appellants, John Knapp, John J. Todd, and Leif R. Langsjoen, are duly appointed members of the Minnesota Tax Court.
