12Appellants consist of various school districts in Arkansas 1 and James O. Cox, a taxpayer and resident of the Greenwood School District (together “Appellants”). Appellants originally filed a complaint against Mike Huckabee, in his capacity as Governor of Arkansas, and other state officials 2 (together “Appellees”), on May 30, 2003.
