TAYLOR, Justice.
Appellants are husband and wife, and recipients of old-age assistance under the state Public Assistance Law. This law, en acted in 1941, creates the state Department of Public Assistance as the agency of the state government to cooperate with the federal government in carrying out the purposes of federal and state acts pertaining to public assistance, and providing the terms, conditions and means of carrying into effect the public assistance therein provided for.
