In this expedited appeal, we are asked to determine whether, under the state constitution, the *559state of Connecticut has an affirmative obligation to provide its indigent residents with minimal subsistence. The plaintiffs1 are three individuals who were eligible for general assistance, but whose cash benefits were to be terminated after nine months pursuant to General Statutes (Rev. to 1993) § 17-273b.
