MEMORANDUM

DALZELL, District Judge.

PÍaintiff Detra Johnson-Lloyd filed this pro se action against the Vocational Rehabilitation Office of the Pennsylvania Department of Labor and Industry (“OVR”) and Fred Motter, a former OVR counselor, for alleged violations of her rights under Title I of the Rehabilitation Act of 1973, 1 and the Due Process clause of the Fourteenth Amendment pursuant to 42 U.S.C. § 1983, when they denied her federal certification as a sewing machine operator.
