This is an appeal from a judgment of the district court for Water Division 3 (water court) regarding rules promulgated by the Colorado State Engineer1 (proposed rules) *917limiting the use of surface and underground water in the San Luis Valley. Curtailment of water use in the valley is required by the terms of an interstate stipulation under which Colorado must meet its Rio Grande Compact (compact) obligation to deliver scheduled amounts of Rio Grande water at the Colorado-New Mexico border on an annual basis.
