TIDWELL, Judge:

This case is before the court on the parties’ cross-motions for summary judgment on plaintiff’s claim for an equitable adjustment under a government construction contract. For the reasons set forth below, the court grants defendant’s motion and denies Aleutian’s cross-motion.

FACTS

This dispute arose out of a contract between plaintiff, Aleutian Constructors, and defendant, acting through the Army Corps of Engineers (Corps), to construct an airplane hangar and dormitory building for the Air Force’s Optical Aircraft Measurement Program (OAMP) at Shemya Air Force Base, Alaska.…
