Before this court is the Motion of Plaintiffs for Leave to File a Second Amended Complaint. For the following reasons, the motion is granted.

This case is on remand from the United States Supreme Court, which, in Voinovich v. *38Quitter, — U.S. -, 113 S.Ct. 1149, 122 L.Ed.2d 500 (1993), resolved three issues concerning the defendants’ plan that reapportioned Ohio’s state legislative districts pursuant to 1990 census data.
