Sander Stagman brought his claims under 42 U.S.C. § 1983 against, in their individual capacities, the Illinois Attorney General, James Ryan, and Joseph Claps and Edward Ludwig, officials with the Office of the Illinois Attorney General (“AG’s Office”), as well as Richard Jones, an employee of the AG’s Office, who also served as president of the Illinois Federation of Teachers Local 4747 AFT/AFL-CIO (“Union”).
