A full understanding of this case necessitates a review of the history of the Warren Sewer Improvement Project, particularly that portion known as Phases B and C. Phase B consists generally of the construction of a sewer to collect storm water and deposit it in the Mahoning River, thus diverting the same out of the Warren Sanitary Sewer System. Phase C involves the construction of a sewer generally following the path of the Mahoning River.
