Plaintiff-Appellant, Dexter Wayne Dodd, works as a mail carrier for the United States Postal Service (“USPS”). Defendants-Appellees are Patrick R. Do-nahoe, Postmaster General of the USPS, 1 and the United States of America. Dodd filed a lawsuit against defendants, alleging claims of false imprisonment, false arrest, abuse of process, and malicious prosecution under the Federal Tort Claims Act (“FTCA”) as well as a claim of race discrimination under Title VII of the Civil Rights Act of 1964 (“Title VII”).
