MAYER, Chief Judge.

American Permac, Inc. (“American Per-mac”) and the United States appeal the judgment of the United States Court of International Trade, 94-10-00589 (November 12, 1997), ordering the United States Customs Service (“Customs”) to reliqui-date three of American Permac’s entries. Because the entries were not liquidated by operation of law, we reverse and remand.
