I.INTRODUCTION

The Judicial Conduct Board (“Board”) filed a Complaint with this Court on April 20, 2012 against Magisterial District Judge Ross C. Cioppa (“Respondent”). The Complaint charges that Respondent has engaged in uninvited and unwanted sexual contact with two female litigants in his court and that Respondent was indicted by a grand jury for such conduct for the following crimes: (1) Bribery, 18 Pa.C.S.A. § 4701(a)(2) (two counts), a felony of the third degree; (2) Official Oppression, 18 Pa.C.S.A. § 5301(1) (two counts), a misdemeanor of the second degree;…
