HEANEY, Circuit Judge.
The Red Lake Band of Chippewa Indians (Band) sued the Secretary of the Interior,1 seeking the transfer of funds from a trust account, established to operate a sawmill on the Red Lake Indian reservation, to the Band’s general trust account. The Secretary administers both accounts pursuant to Acts of Congress. The district court entered an injunction, dated May 30, 1985, requiring the transfer.
