Above the confluence of Feather River with Sacramento River lies a vast Y-shaped tract of land. Much of this land is swamp and overflowed land of the char-: acter contemplated by the Arkansas Act, and title to it passed to the state of California by virtue of that act. Defendant Reclamation District No. 1500, organized for the purpose of reclaiming the portion of this land within its boundaries, was proceeding with the work of levee construction when, at the instance of these plaintiffs, who for general purposes may be described as owners of land within the same triangle, lying to the north…
