OPINION

EHRLICH, Judge.

¶ 1 Randall and Elizabeth Douglas appeal the superior court’s order dismissing their action against the Governing Board of the Window Rock Consolidated School District No. 8 and Window Rock Consolidated School *346District (collectively “the school district”). Because we find that a private cause of action is implicit in Arizona Revised Statutes section (“A.R.S. § ”) 15-952 (2002), we reverse and remand this matter for further proceedings.
