This lawsuit involves a challenge to the City and County of Honolulu’s practice of charging non-residents a $3.00 fee to enter Hanauma Bay, which is designated a marine life conservation district and nature preserve and serves as an underwater park and fish sanctuary (hereinafter “Ha-nauma Bay”).
