We are again called upon to provide an appellate review of a zoning case arising out of the application of the Carroll County Zoning Ordinance. We have in this term, alone, provided that review for at least three prior cases: County Comm’rs of Carroll County v. Zent, 86 Md.App. 745, 587 A.2d 1205 (1991); County Comm’rs of Carroll County v.
