This is an appeal from a determination by the Land Use Board of Appeals (LUBA) upholding site review approval for a condominium development on ocean front property in Heceta Beach, Lane County. LUBA dismissed petitioner’s allegations concerning violation of statewide planning goals on the ground that goal-related issues had been determined in a prior proceeding, the partitioning of the subject property.
