I. INTRODUCTION

Plaintiff Dracut School Committee (“Dracut”) seeks judicial review of two decisions of the Massachusetts Department of Elementary and Secondary Education’s (“DESE’s”) Bureau of Special Education Appeals (“BSEA”) pursuant to the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. §§ 1400-1482.
