MEMORANDUM OPINION

AMY BERMAN JACKSON, District Judge.

Plaintiff Ernest Hunter brings this action against the District of Columbia alleging discrimination, retaliation, and a hostile work environment in violation of Title VII, 42 U.S.C. § 2000e et seq., a claim under the D.C. Whistleblower Protection Act, D.C.Code § 1-615.54, a claim under the D.C. Human Rights Act, D.C.Code § 2-1401.01 et seq., and a claim under the Fifth Amendment for a violation of his due process rights.
