This case is before the Court on plaintiff Ernest Hunter’s Motion for Summary Judgment (“Pl.’s Mot.”) [Dkt. #51], and defendant District of Columbia’s (“District”) Cross-Motion for Summary Judgment (“Def.’s Cross-Mot.”) [Dkt. #66].
