Petitioner-Appellant David Kinder appeals from the lower court’s dismissal of his 28 U.S.C. § 2241 petition for a writ of habeas corpus. Because we determine that the dismissal was proper, we affirm.

I. FACTUAL AND PROCEDURAL BACKGROUND
