KING, Chief Judge:

Petitioner appeals the district court’s denial of his petition for writ of habeas corpus brought under 28 U.S.C. § 2241. Contrary to the approach taken by the district court, we do not consider the merits of Petitioner’s § 2241 petition. Instead, we address the question whether the District Court for the Eastern District of Louisiana had jurisdiction to decide the merits of the petition.
