WILKINS, Circuit Judge:

Hutto Stockyard, Inc., John D. Hutto, and Charles L. Hutto (collectively Hutto) petition for review of the decision of a Judicial Officer for the United States Department of Agriculture (USDA) that Hut-to violated statutory and regulatory provisions of the Packers and Stockyards Act (Act), 7 U.S.C.A. §§ 181 et seq. (West 1980 & Supp.1990). The Judicial Officer (JO), adopting the order of the Administrative Law Judge (AU) as the final order of the Secretary, suspended Hutto as a registrant under the Act for 90 days, 1 fined it $20,000, and ordered it to cease and desist…
