The sole issne presented for onr consideration is whether the Court of Appeals has the jurisdiction to review the final orders of the Environmental Board of Review entered on appeals of an action of the Director of the Environmental Protection Agency amending certain water quality standards. The intent of the General Assembly to provide for a review in the Court of Appeals for Franklin County of the final orders of the board issued upon appeals of rule-making actions of the director is conclusively manifested in R.
