On September 17, 1999, contrary to her plea, Appellant was convicted by general court-martial of the premeditated murder of her infant daughter in violation of Article 118, Uniform Code of Military Justice [hereinafter UCMJ], 10 U.S.C. § 918 (2000). The sentence, adjudged by a panel of officer and enlisted members, provided for a dishonorable discharge, confinement for life, forfeiture of all pay and allowances, a reprimand, and reduction to the lowest enlisted grade.
